The ‘participatory turn’ in nuclear waste management policy of Korea: An evaluation

ABSTRACT

Since nuclear power plants inevitably produce toxic nuclear wastes, many countries operating nuclear power plants have been in fierce conflict over nuclear waste issues. In this situation, a 'participatory turn' has been promoted in the West since the 1990s that emphasizes the participation of stakeholders and ordinary citizens with regard to nuclear waste management policy. This paper first examines the details of the participatory turn in Western countries’ nuclear waste management policies, then the background of the participatory turn in Korea, and finally evaluates two recent public participatory events on spent fuel management policy in Korea. As a result, this paper shows the two participatory turn activities can be seen as a step forward in that they show the wide participation of the general public at least formally, but at the same time they have many limitations due to the lack of independence and transparency of the public deliberation body. As such, it is concluded that it has not reached the real transformation of the traditional technocratic paradigm of nuclear waste management policy in Korea.
