ABSTRACT

This study uses in-depth interviews with seven local activists and eight public officials to examine experiences with collaborative governance policies in Seoul City from 2011 to 2020, applying the grounded theory paradigm. The analysis indicates that the approach involved integrating civil society innovations into public policy through experimentation. During this process, local activists and public groups divided tasks amid dynamic tensions and conflicts rather than cooperation. According to the research, the identified policy implications for sustainable expansion of cooperative governance: institutionalization of collaborative governance through national assembly legislation, establishing rules agreed upon by civil society and administration, and the necessity of operating per assessment of policy participants' capabilities and enhancement programs. Hence, this study differs from other studies in that it interviews entities directly involved in collaborative governance policies during this period and does a comparative analysis of each entity's experiences by group and role.
