This study examines custodial facilities for vagrants, demonstrating that the human rights violations revealed by the truth-seeking movement around the Busan Hyeongje Welfare Institution are not isolated incidents of the authoritarian era, but continuing forms of state violence. To explore this, the study analyzes three well-known cases from the past decade—the Busan Hyeongje Welfare Institution incident, the Shinan Salt Farm incident, and the Daegu Municipal Institution “Hope” incident—together with the social movements that arose around them, focusing on civil society participants’ experiences. In particular, state violence causing social suffering is examined from the perspective of structural and systemic violence, identified in three aspects: first, the evasion of state responsibility; second, the absence of a social service support system; and third, the fragmentation and selective exclusion of policy targets. Based on this discussion, the study proposes that future policies for vagrants should expand and institutionalize deinstitutionalization policies rather than remain centered on facility confinement.
