ABSTRACT

This study proposes an improvement framework to systematically integrate Environmental, Social, and Governance (ESG) factors into the qualification screening and weapon system proposal evaluation criteria to enhance the export competitiveness of the defense industry. Strengthening ESG management capabilities and awareness among domestic defense firms is essential for maintaining sustainable defense exports. However, the current evaluation systems, which focus mainly on technology and cost, have shown limited consideration of ESG factors, constraining sustainability and international credibility. To address this gap, our study compares domestic and international ESG assessment standards and the evaluation guidelines of the Defense Acquisition Program Administration and the Public Procurement Service. Based on the analysis, an ESG evaluation model is designed with differentiated weights across detailed indicators such as eco-innovation, labor relations, and transparent governance. Additionally, a stepwise implementation process is proposed—announcement of common standards, corporate evaluation, project application, and performance feedback—supported by realistic criteria linked to private ESG indicators according to firm size.
