ABSTRACT

Recently many of Korean governments and public institutions have strived to implement policy support mapping to enable evidence-based policy making. To date, policy support mapping has proved useful in providing basic administrative data and objective evidence for decision making to policy practitioners. It, however, has not played an active role in policy communication since ordinary people without any knowledge of map reading often have difficulties with understanding policy information contained in maps. To enhance the communicative capacity of policy support mapping, this study proposes a geoinfographics approach that integrates location-based data with advanced methods for visual communication such as geovisualization, infographics, and storytelling. In the study, the concept and development framework of geoinfographics are defined and applied to the production of three examples. The results indicate that the proposed approach would be useful for sharing information of current states of regional development and important policy issues identified from policy support mapping. They also suggest that effective geoinfographics can be created through delicate planning of information communication and that visual representations and interactive techniques should be chosen with careful consideration to user characteristics.
