ABSTRACT

To establish a national comprehensive development planning of Korean Peninsula that harmonizes both environment and development, the environmental spatial information is necessary to be used for environmental planning. However, the spatial information of North Korea is absent. Although the Ministry of Environment of the Republic of Korea possesses the land cover map with level 1 classification, this map only has seven classes and low spatial resolutions, resulting in a limited availability for decision makings. Therefore, this study finds out that a newly created land cover map through applying remote sensing technology for inaccessible terrain is suitable for environmental spatial information in North Korea. Also, the research aims to create land cover map with level 2 classification which can be used for a variety of fields since it has higher resolutions and categorization criteria of attributes is more accurate than existing land cover map with level 1 classification. In order to do that, this study examines existing land cover maps in the field of environment, urban, forest, and agriculture. Based on classification structures in these fields, possibility and availability of establishing land cover map with level 1 classification is considered. With these considerations, we change the existing 22 classification structures which are used in land cover map with level 2 classifications by the Ministry of Environment into 16 classification structures and establishment methods for each classification structure are suggested. Also, Kaesong area is chosen for project area and establishment methodologies for each classification structure are developed. The results of demonstration establishment of land cover map in North Korea show that the entire classification accuracy is 95.35% which is appropriate to establish land cover map with level 2 classification in North Korea.
