ABSTRACT

Climate change caused by global warming is an important environmental problem that all around the world has experienced. Korea has set up the adaptation plan at the level of central and local governments to promote the climate change adaptation capacity. However, a standardized system that monitors and evaluates the performance of climate change adaptation capacity by local governments has not been equipped well until now. The purpose of this study is to construct the quantitative variables and evaluate the climate change adaptation capacity by the sixteen local governments except for the city of Sejong through an index analysis. The 8 of sectors (namely, health, agriculture, forest, water management, ecosystem, marine product industry, disaster, and adaptation infrastructure) and the 113 of variables that can measure the climate change adaptation capacity were selected, and the results of the index analysis were elicited through categorical scales. Some governments with a high level of climate change adaptation should maintain their continuous plans and the others with a low level of it should take an effort to catch up with the good example of local governments. The measures and indices elicited in this study will become a milestone that monitors and evaluates the adaptation measures to climate change at the level of Korean local governments in the near future.
