AB - Starting from the recognition that public records management policy evaluation has remained largely limited to verifying institutional performance and checking legal compliance, this study analyzes international standards and overseas cases to derive reference criteria for developing a public records management policy evaluation model. Proceeding from the view that a viable evaluation model must encompass evaluation principles, detailed assessment criteria, and a performance management and feedback system, the study reviews the Organisation for Economic Co-operation and Development’s Development Assistance Committee (OECD DAC) criteria, the United Nations Evaluation Group (UNEG) Norms and Standards, and World Bank Independent Evaluation Group (IEG) principles, and examines the evaluation framework of the National Archives and Records Administration (NARA) of the United States, the National Archives of the United Kingdom, and the National Archives of Australia (NAA) using a common analytical framework consisting of evaluation objectives and characteristics, components, evaluation methods, utilization, and limitations. The analysis identifies six principles: policy-goal alignment, policy logic, evidence-based data, procedural accountability, digital sustainability, and feedback. This study expands public records management policy evaluation beyond administrative inspection toward integrated policy evaluation and provides a theoretical and institutional reference base for developing future evaluation models.
