The purpose of this study is to present the problems of the evaluation of the local subsidy program and the improvement plan. For this purpose, the actual performance evaluation of Gangwon Province and major city groups was analyzed. The problems presented and the ways to improve them are as follows.
First, in most municipalities, the performance evaluation of the project manager causes objectivity and fairness of evaluation. In addition, it was found that the purpose of the initial subsidy performance evaluation, such as budget waste and budget cut, was neglected due to the discussion of evaluation. In the future, evaluation of the performance of the subsidy project should be carried out by an external evaluation by a third party.
Second, it is a problem that many projects are evaluated within a limited period of time, and in-depth performance evaluation is not possible. The subsidy projects below a certain amount should be replaced with department evaluations, and only projects above a certain amount should be evaluated.
Third, evaluation criteria for business performance are not specific and results can be influenced by subjective judgment of evaluator. In order to assess whether the achievement of the target is achieved, the criteria should be specified, and evaluation criteria should be developed for each characteristic of the project, not the uniform evaluation standard as it is now.
