ABSTRACT

Private papers and records with historical and cultural significances should be preserved by the public archives. This study examines the public archives where donated private papers and records should be kept and preserved. By surveying various archival institutions, this study attempts to illustrate how the public archives system can be implemented and maintained, and which functions should be improved. It is suggested that functions of both public institutions such as the National Archives and Records Service, local government archives, the National Institute of Korean History, the Academy of Korean Studies, the Independence Hall of Korea, and university archives, and private institutions such as Group for the People without History at Yongnam University, and various companies should be extended. It is necessary that the national archival grant must be established and adequately allocated to enable such archival institutions to cooperate in collecting and preserving more private papers and records and support professional human resources, facilities, and services.
