A Study on Sinsik Yuseopilji

ABSTRACT

The paper investigates on the history of the publishing culture of Sinsik Yuseopilji and its archival value which was compiled and published by a compilation expert, Hwang Pilsu, in 1901 (Gwangmu 22 years, Gojong 38 years). After the Gabo Reform of 1894 and the Eulmi reform of 1895, the form of documents was by and large changed because of the drastic social changes. So, scholars, public administrators or official deputies as well as ordinary people came to need references such as manuals required to prepare a document conforming to corresponding items. Hwang Pilsu, then, complied and published the book, Sinsik Yuseopilji to show people how to prepare documents appropriately according to the newly changed methods. On the basis of an existing book, Yuseopilji, he revised and added several parts. The updated version especially modified the existing section of civil and criminal suits. And it suggested new forms of petition and permit, when people asked for permission of government to establish a company. In addition, adding an article like ‘A System of Thirteen Grade’ that wasn't included in Yuseopilji, the book seems to have rapidly reflected the changes of the turbulent times. He also proposed some documents related to litigation and mentioned in detail the things to bear in mind during litigation processes. Given that he published lots of books including medical ones, he seems to have been one of the Enlightenment advocates. Sinsik Yuseopilji introduces easy and simple ways of description in accordance with five Ws and one H, which is definitely different from Yuseopilji full of fixed formalities and outdated expressions. While the latter had been published by one person and then was revised so many times by other people, the former was completed by only one person's responsibility and capability. In that sense, it is a remarkable event in the aspect of the history of publishing culture and archival studies during the late Joseon dynasty.
