ABSTRACT

The meaning of inter-Korean and North Korean-American summits may be summarized as follows. First, the hostile division that lasted for the past 73 years from 1945 between the two Koreas can finally end. Second, 70 year-old hostile relationships that lasted between North Korea and the United States from 1948 can finally end. Third, the 68 year-old Korean War that started from 1950 can finally end. Fourth, the 25 year-old problematic ‘North Korean nuclear issue’ from 1993 can be solved and the ‘complete denuclearization of the Korean Peninsula’ may be realized. For ten years I have suggested a three-step solution to the ‘North Korean nuclear issue.’ First, North Korea stops further nuclear and missile development and the United States halts its joint military drills with South Korea. Second, while the North possesses its existing nuclear arms and the United States keeps its troops in South Korea, the two sides build mutual trust through a declaration to end the Korean War and reach a peace agreement. Third, the North dismantles its nuclear arms and the United States withdraws its troops from South Korea.
