AB - Chŏn Pongchun(全琫準, 1855~1895) was a leader of the Tonghak Peasant Revolution of 1894 in Korea. This paper analyzes his thoughts on Tonghak from three perspectives: consensus politics, peace in life(生命平和), and Poguganmin (輔國安民, helping the country and comforting the people). All of these ideas are directly or indirectly related to Tonghak. First of all, ‘Poguganmin’ is a new concept derived from Tonggyŏngdaejŏn (東經大全), the Donghak scripture written by Ch'oe Cheu (崔濟愚) who advocated for Tonghak. And ‘peace in life’ is an idea that appeared in General Chŏn Pongchun‘s orders issued to the Donghak Peasant Army. He ordered Tonghka Peasant soldiers not to kill any human or non-human. This thought resonates with an idea of Ch'oe Sihyŏng (崔時亨), a disciple of Ch'oe Cheu, that human and non-human life alike are embraced in Tonghak scriptures. In these respects, it can be said that Poguganmin and peace in life are general ideas of Tonghak. On the other hand, ‘consensus politics’ should be classified as Chŏn Pongchun’s unique idea. Chŏn Pongchun said that he was aiming for consensus politics, according to a Japanese newspaper article published in March of 1895. However, we can assume that Chŏn Pongchun questioned the existing political system during the Tonghak Peasant Revolution, and suggested a consensus-based political system as an alternative. In fact, this ideology has a similar aspect to Chŏn Pongchun’s reconciliation with government forces at the Jeonju Castle in 1894. Therefore, it can be said that it is Chŏn Pongchun’s Tonghak thought.
