Established in 1907, the EENF produces, transports and distributes the electricity on the north of France during the first half of the 20th century. The first period represents a phase of the creation of the EENF motivated by Giros and Loucheur and the first years of exploitation which were characterized by the rapid growth of the production. It is because of Giros and Loucheur’s support, very qualified CEO, in the sense of management. The strong development requires a great deal of financial funds. That is why she raised her share capital and issues the obligations. The strategic basis for the development is the construction of the Wasquehal power plant which produced the qualified electricity in order to satisfy its clients. In 1910, the SGE holds the control of CEN. Thanks to this control, it could efficiently manage the EENF. Under the competition with the EGN on the same region, the enterprise yields bad profits. It focuses much more its attention on its internal growth than on the external one. On the other hand, despite the lack of coal, the company pursues the active reconstruction without a particular interruption from 1919 to 1921. This rapid expansion is resulted from the strategy of Giros group to reinforce the influence on its management. Efficiently, in the financial and material plan as well as human resources, Giros group supports very actively the EENF for its reconstruction. However, it causes consequently the deep dependence of this group.
