ABSTRACT

By the end of the Ancien Régime, the French aristocracy was no longer truly noble. Except for a tiny minority boasting ancient lineages or immense wealth, most had held their titles for barely a century and struggled to maintain a lifestyle befitting their status. They privatized public offices within the military, financial, judicial, and administrative systems—originally intended as fiefs for maintaining social order—treating them as personal property. While the absolute monarchy secured revenue and bureaucrats through the sale of offices, this created a patrimonial state. Ultimately, when the masses demanded political participation, the King and the nobility, bound by tax exemptions and vested interests, were forced to open public offices and abolish privileges. The revolutionary government had no choice but to ratify these changes to appease the insurgent populace.
