A Study on a Conceptual Model for National Urban Planning Information System

ABSTRACT

From next year the land planning system in Korea will be extensively revised according to the national land planning and use act. The new law takes the urban functional and environmental problems from uncontrolled urban sprawl processes near the metropolitan areas into consideration. It is aimed at changing current land planning system to more systematic and rational one in oder to basically prevent the problems. For this purpose the newly-revised planning act introduces several planning measures, which are able to conserve environmentally critical areas from urban development early in the planning phase. However, implementation of the measures will meet many difficulties due to lack of experiences and information. The information, which the measures will require, has a wide range of variety, and most of them are not systematically collected and managed. Especially, the information about land-use status and urban environmental situations has not been yet investigated in most of the local governments. From this reason, a tool with information technology is necessary to support the local governments for implementation of the new land planning system. As for the tool, this study suggested national urban planning information system, which hierarchically consists of individual urban planning information systems of the local governments. While the individual system supports central and local governments respectively, the whole system enables convenient information flows between central and local governments and between urban and technical planning fields. Lastly, this study provided a conceptual model for the national urban planning system in oder to progress the ongoing national project for the construction of this information system without confusion after the revision of the land planning system.
