Multiple Level Governance for Balanced Regional Development: Focusing on SEDA-COG in Pennsylvania, USA

ABSTRACT

This study analyzes the case of SEDA-COG(Council of Governments) in Pennsylvania, USA, which shares characteristics with the Korean population-declining regions, to explore cooperative governance among the local governments of small and medium-sized cities as an alternative. By applying multi-level governance theory, it analyzes the cooperative framework between federal, state and local governments in SEDA-COG from institutional, administrative, and public management perspectives. The analysis reveals that U.S. COG operate not only in metropolitan areas but also in small and medium-sized urban areas within rural and agricultural regions, with their functions and roles applied broadly. Particularly in environments similar to population-declining regions, SEDA-COG engages in cooperative governance activities ranging from establishing regional development plans to founding special corporations.
