AB - This study examines supra-regional development as a policy discourse whose meaning has been shaped by changing policy contexts. Using news data collected from BIG KINDS between 2003 and May 18, 2026, it analyzes changes in news coverage, keyword selection frequency, and eigenvector centrality in keyword co-occurrence networks. The findings are threefold. First, supra-regional discourse repeatedly expanded and contracted in conjunction with shifts in national balanced development policy, with stronger coverage in the four non-capital poles after 2022. Second, the discourse shifted from industrial and functional linkages to broader regional formation and, more recently, to institutional and administrative integration. Third, the four poles were structured around cross-provincial regions and core policy terms, whereas the three special self-governing provinces showed lower levels of discourse and were organized mainly around individual cities, regional hubs, and spatial axes. These findings suggest that supra-regional policy should be differentiated according to the spatial conditions of each region.
