ABSTRACT

This study analyzes the demand for reading programs in Cheonan’s public libraries to propose local-specialized strategies. Despite a high interest in reading, participation is evenly split due to schedule conflicts and information gaps, emphasizing the need for improved accessibility and promotion. Participants reported high satisfaction and increased book borrowing afterward. While author talks are widely preferred, deeper needs for discussion, writing, and humanities require a staged program portfolio. Consequently, policy recommendations include linking programs with local historical resources, implementing area-based hybrid delivery, fostering school and vulnerable-group linkages, and establishing participatory governance.
