ABSTRACT

The purpose of this study was to develop a framework for a Korean open access policy applicable to the research funding system of the National Research Foundation of Korea (NRF) and the domestic scholarly publishing environment. To this end, qualitative content analysis was conducted on nine major domestic and international open access policy documents and thirteen related academic articles to identify the key elements of open access policies and their detailed provisions. The results showed that the key elements of open access policies were title, implementation date, target groups, institution, objectives and significance, implementation measures, research outputs in scope, monitoring and compliance, and other provisions, including definitions, relevant legislation, researcher support, rights, and contact information. The identified elements were then reorganized into sections of a Korean open access policy framework, with the NRF, Korea’s national research funding agency, assumed to be responsible for policy establishment and implementation, taking into account the NRF’s research funding system and the domestic scholarly publishing environment. Accordingly, ten sections were proposed: title, implementation date, objectives, definitions, research outputs in scope, open access requirements, support, monitoring and compliance, rights, and contact information. The detailed provisions to be included in each section were also specified, and a framework for a Korean open access policy was developed. These findings are expected to provide a basis for the future establishment and implementation of a Korean open access policy.
