ABSTRACT

This study aimed to develop a digital records management competency model for records professionals in response to the digital transformation of records management environments and to propose continuing education strategies based on the model. To this end, a draft competency model was developed through a literature review, and the validity of the competency model and educational needs were examined through an expert Delphi survey and a survey of field practitioners. As a result, the final competency model was derived, consisting of seven competency groups, 22 sub-competencies, and 41 behavioral indicators. Based on the analysis of educational needs, this study proposed a framework for developing continuing education programs, including basic and advanced courses, required and elective areas, instructional methods, and training frequency according to educational priorities.
