ABSTRACT

This study analyzed how Korean government organized its cabinet council system over time and evaluated this system from the standpoints of integration, productivity, efficiency and fairness in the government issue management. Korean government has established diverse types of cabinet councils and their subunits. But these establishments have been made in the convenience of government departments without strategic consideration of better management of government issues. And chairmen and their staffs have been selected in the direction of strengthening the power of key departments. Issue-handling procedures were designed on the rule of thumb. Therefore, cabinet council system is not yet strategically systematized and its internal structure and procedure have not been institutionalized yet. For the integrative, efficient and fair management of government issues, the existing cabinet council system needs to be systemizes and institutionalized in both macro- and micro-level. Types and number of cabinet councils to establish should be selected on the basis of the president's needs, not the departmental convenience. And internal structure, chairmen, staffs and procedure should be designed and operated to manage government issues in efficient and fair way.
