ABSTRACT

This study is to objectively analyze the quality of the management evaluation, ensuring that the ultimate goal of the management evaluation system is to improve the management performance of the agencies - the evaluatees. For the purpose, we use the utility, propriety, feasibility, accuracy and specificity as the criteria of analysing the quality of the evaluation results of local public corporations. The results show that the overall quality of evaluation result was relatively satisfactory, but feasibility, accuracy and specificity were relatively poor. In addition, depending on the organizational type, evaluation group and the assessment area, there was a significant difference in the evaluation quality, which can be attributable to the evaluator's activities. Through this analysis, we discovered some inappropriate evaluation practices and then suggested some recommendations such as the introduction of the evaluators management system and interactive evaluation methods between evaluators and evaluatees, provision of the more minute guidelines and instructions for evaluation, improvement of evaluation process and practices, the establishment of evaluation standards and ethics. This article has some significance in that it is the first attempt to analyse the quality of evaluation result by utilizing the actual management evaluation reports, although it has a certain limitation in the data collecting. It is expected that further research will lead to follow-up studies on the quality of management evaluation and the adequacy of evaluation management.
