ABSTRACT

Several workers who retire from their works due to the early retirement plan or retirement system are involuntarily entering self-employment business. Thus, the condition of overcrowding self-employment business in Korea is getting worse. The fundamental solution for this would be creating jobs for the aged people. In this manner, from the view of both labor supply and demand the paper estimated the size of visible jobs created when dispatched work of the aged is implemented. On the labor demand side, about 90 thousand jobs are ready. On the labor supply side, more than 60 thousand works can be supplied as number of self-employed labor force age over 55 years old willing to be employed is 61 thousand. In addition, the number of retired work force age over 60 years old willing to be employed is 60 thousand. To sum up both labor demand and supply side, maximum 90 thousand works could be generated if the dispatched work of the aged is admitted. Considering that the portion of dispatched workers out of total labor force only reaching 1.6% even if the dispatched work of the aged is enacted, the worry of abusing the dispatched work would be unnecessary. Rather than limiting the size of the dispatched work, enhancing the quality of the dispatched work and fostering great staffing enterprise would be better. Using the dispatched work wider and wiser is pivotal as lowering the density of self-employment and solving the lack of human resource is desperately in need.
