AB - Needs for developing new growth engine has increased as Korean economy is stuck on a plateau of low growth. ICT convergence industries providing innovative products and services are promising candidates of new growth engine. In order to foster ICT convergence industries, it is necessary to improve the current regulatory system. Since the regulations has been separately developed in terms of technology and industry, it is difficult to properly respond to the regulatory needs of new products and services with converging technologies and industries.
In this study, rationale of regulatory improvement in ICT convergence industries is suggested. Following questions would be answered: What characteristics do regulations have; what the recent issues are; and why the issues are raised in the field of ICT convergence industries. Case studies in the fields of smart car, u-healthcare and smart education are presented.
Policy implications to improve current regulation system and foster ICT convergence industries are as follow: Suggest basic guidelines for regulatory improvement to enhance predictability of market; Establish strategies for each categorized regulatory issues; Strengthen ex ante and ex post assessment of regulatory improvement tasks and make research bases for regulatory improvement.
