Citizens’ Sentiment analysis on Regulatory Frame and Policy Narrative in Nuclear Power Regulatory Formation Process:

ABSTRACT

The purpose of this paper is to identify mechanism for regulatory policy design by focusing on framing in the case of nuclear power regulatory policy. It is a critical success factor for deliberative policy design to substantialize active and deepen interaction among policy actors including citizens. The citizen participating group is the most important actor because their opinion have more effect on final policy decision. Indeed, they form a diversity of discourse to make their preference definitely but they are influenced by policy advocacy coalitions while interacting in the deliberative process. Then, analyzing interaction between policy actors is significant to understanding policy process and policy change. Specifically, analysis of how to from discourse on the basis of text data is more empirical study to figure out mechanism to policy process as recent policy studies underline narrative strategies like framing. In the case of deliberative polling for Shin-gori No.5&6, the citizen participating group formed discourse with micro-topic under the macro-topic framing like safety, environmental, economic during buzz session to make their final preference. So, this paper used recorded data of each buzz session to find out core discourse for mechanism in the nuclear power regulatory policy decision and verified related hypothesis from narrative policy framework. Total the number of 192 recorded-tapes were used for analysis and applied sementic network analysis with sentiment analysis and results are followings. Korean citizens have more consider macro-topic frame like safety and economic in national dimension than micro-topic frame like story of daily life and economic factors in household. Especially, both of national safety and economic dimension like national interests were considered mainly when discourse formation in the case of regulatory policy embedded risk factors.
