Research Ethics Regulations

The purpose of is to develop English education in our country by connecting English education theory with field education, and to promote a research on English teaching method, a joint development project of English education materials, and a scholarship project for cultivating competent people. The Society believes that academic freedom, the researcher's creativity and morality are the important value in the course of achieving its purpose. Accordingly, researchers who seek truth shall strictly comply with following ethical guidelines of research in order to ensure veracity of their research.Article 1

MEESO's researchers (hereinafter called the 'Researcher') shall consider academic veracity as the key value and shall strive to concentrate on their studies for academic development in good faith and sincerity.

Article 2 Ethical Principles of Research
  • Section 1 Ethical Principles of Researcher
    • 1. The Researcher shall perform an objective, a creative and faithful research.
    • 2. The Researcher shall not publish a study of other researchers as his/her own one.
    • 3. The Researcher shall make the research process transparent.
    • 4. The Researcher shall humbly accept the criticism of and pointing out on his /her study.
    • 5. The Researcher shall not speak for the organization supporting his/her study.
    • 6. The Researcher shall not infringe personal privacy or right due to a process or an outcome of study.
  • Section 2 Ethical Principles of Research Contents
    • 1. Adequacy of contents and form
      • a) Adequacy of contents: Contents of a thesis shall be criticism of theory and practice of English education, experiment analysis, and a new proposal. A thesis on English philology, linguistics, English literature and adjacent studies shall be related to English education.
      • b) Adequacy of form: A research paper shall have a form satisfying the submission requirements of the academic journal.
    • 2. Creativity of contents: A research paper shall contain new and original contents which have not been published in other academic journals at home and abroad.
    • 3. Creativity of contents: A research paper shall contain new and original contents which have not been published in other academic journals at home and abroad.
    • 4. Adequacy of organization and development of contents: A research paper shall be adequate for the method of logical organization and development of contents which is used in academic field of English education.
Article 3 Type and Handling of Research Misconduct
  • Section 1 Definition and Type of Research Misconduct
    Research misconduct (hereinafter called the 'Misconduct') means such acts as forgery, falsification, plagiarism, and unfair indication of the author made in a proposal and performance of research development task and in a report or publication of study result, and its types and definitions are as follows;
    • 1. Forgery: This means an act to falsely create nonexistent data or research outcome.
    • 2. Falsification: This means an act to distort content or outcome of a research by artificial manipulation of research material, equipment or process, or by arbitrary modification or deletion of data.
    • 3. Plagiarism: This means an act to illegally use idea, research content or outcome of others without valid approval or quotation.
    • 4. Unfair indication of manuscript author: This means an act not to grant qualification of manuscript author to a person who has made scientific or technical contribution to research content or outcome without a valid reason, or an act to grant qualification of manuscript author to a person who has not made scientific or technical contribution as a token of thanks or respect.
    • 5. An act to intentionally interrupt an investigation on suspicious Misconduct of the person or others or to harm an informant.
    • 6. Any other act to seriously go beyond the scope commonly permissible in English education academia.
  • Section 2 Handling and Verification of Research Misconduct
    • 1. Handling procedures of the Misconduct
      Any Misconduct in Section 1 above, if found, shall be dealt with according to following procedures;
      • a) Receipt of information about the Misconduct;
      • b) Informed matter shall be immediately reported to the chairman and be informed to the Research Ethics Committee;
      • c) The Research Ethics Committees shall conduct a self-investigation;
      • d) Examination process on the Misconduct shall be composed of preliminary review, main investigation, and judgment.
    • 2. Verification procedures of the Misconduct
      • a) To convene a meeting of the Research Ethics Committee
      • b) To secure supporting evidence
      • c) To determine whether or not the Misconduct has been done and then, to inform the concerned party
      • d) To make a disciplinary decision and to report it to the board of directors
      • e) To make announcement on the Society webpage
      • f) To inform the Korea Research Foundation of results of handling and management of the Misconduct
    • 3. Measures on the Misconduct
      Following measures shall be taken if the Misconduct is judged by the Research Ethics Committee;
      • a) Publication of a manuscript which has been decided to be published shall be cancelled while as for an article which was already published, 'cancellation of publication' of the article shall be announced on the Society webpage pursuant to the resolution of the Research Ethics Committee and shall be deleted from the article list.
      • b) Author of the article shall not contribute a manuscript to the journal of this Society for the period decided by the Research Ethics Committee (minimum 3 years).
      • c) Information about informant of the Misconduct shall not be disclosed, and it shall not be permitted to put the informant at a disadvantage such as taking disciplinary action, giving undue pressure or harm due to a report of the Misconduct, or to expose his (her) identity against his/her will.
      • d) Suspicion about the Misconduct of an examinee shall not be disclosed outside until final judgment is made, and proper care shall be taken so that honor or right of the examinee shall not be unduly infringed during verification process.
  • Section 3 Post Management
    • 1. In case any Misconduct occurs, the whole process from receipt of report to treatment shall be recorded and kept in documents.
    • 2. Outcome of the Misconduct shall be announced on the Society webpage to inform other researchers of importance of research ethics and to publicize prevention of a similar case.
    • 3. Research ethics regulations shall be announced to members in order to promote awareness of ethics and morality as a Researcher.
  • Section 4 Regulation on Duplicate Publication
    • 1. Definition of duplicate publication: Duplicate publication means that an author republish more than twice the whole or a part of an academic research, which the author published in an professional journal or in a form of a professional academic book in the past, in the same or other professional journal or in a form of a professional academic book.
    • 2. If republication of the whole content of an article, which was published in an professional journal or in a form of a professional academic book in the past, is made in a general cultural magazine or in a form of general cultural magazine after revision of phrases for ordinary people's easy understanding, it shall not fall under duplicate publication.
    • 3. If a short letter paper presented to a symposium has been published in a form of proceedings or in other forms and then, if it is published as a long article, it shall not fall under duplicate publication.
    • 4. If an author publishes the whole or a part of his/her own thesis on in professional journal or in a form of a professional academic book, it shall not fall under duplicate publication.
    • 5. The term of 'self-plagiarism' might bring up a serious problem from the socio-cultural and ethical viewpoint and therefore, the term of 'duplicate publication' shall be used, instead.
Article 4 Joint Research Ethics
  • Section 1 If a Researcher publishes a manuscript in an academic journal, he/she shall acknowledge contribution of a graduate student or post-doc, if any.
  • Section 2 Any violation of joint research ethics shall be dealt with according to a resolution of the Research Ethics Committee.
Article 5 Research Ethics on Human Being
  • Section 1 A research on human being or a research including a research method on human being shall be the socially and ethically permissible one.
  • Section 2 A Researcher shall pay attention not to unethically perform a research during the process and outcome processing. Therefore, the Researcher shall inform participants as follows;
    • 1. A Researcher shall explain fully to a participant about the research procedures and shall also explain specifically about experiment procedures if the research requires an experiment.
    • 2. A Researcher shall also explain to a participant in detail about any displeasure or risk which may occur during participation in a research.
    • 3. A Researcher shall also explain to a participant about advantages obtained from participation in a research.
    • 4. A Researcher shall give an opportunity for a participant to make a question about the research procedures, if any.
    • 5. A Researcher shall advise that a participant may withdraw his (her) consent of participation in a research at any time and may discontinue his (her) participation even during a research.
    • 6. A Researcher shall avoid distorting direction and outcome of a research through money and other valuables as compensation for a participant.
Article 6 Ethical Principles of Research Outcome Evaluation

Article review by the Society shall be impartially conducted on the basis of objectivity and creativity so that a fair review may be made.

  • Section 1 Objectivity of evaluation
    Who requests and review research outcomes shall comply with following principles so that evaluation can be fairly made;
    • 1. Exclusion of a concerned party from evaluation: A person who can identify the author pursuant to content of the manuscript or a person concerned for evaluation of the manuscript shall not be requested to review it. In addition, a reviewer shall refuse evaluation of a manuscript if the reviewer can identify the author pursuant to title or content of the manuscript.
    • 2. Anonymity of contribution: A reviewer shall strictly keep anonymity of the manuscript author and shall reject reviewing the manuscript containing even a little information related to the author.
  • Section 2 Verification of manuscript creativity
    When reviewing a manuscript, a reviewer shall judge degree of creativity by searching key words or phrases of the manuscript through reliable database established by this Society or an institution connected with this Society.
    • 1. Database application: This Society shall collect articles, data and statistics serving the purpose of the Society and shall establish the maximum database in order to review creativity of submitted manuscripts, and shall provide an institutional system to use database of other institutions suitable to complement the above.
    • 2. Thesis plagiarism authentication system: When reviewing, a reviewer shall once input main sentences or presented materials of a manuscript and shall reject the manuscript upon judgment of 'plagiarism' if a considerable part is consistent with database.
Article 7 Publication Ethics

If it is deemed probable that a part of materials or content cited in a manuscript which is contributed to the Society would cause a legal or ethical problem, publication thereof shall not be permitted.

  • 1. Prohibition of reissue: If a manuscript contains materials which have been already published in other journals, publication thereof shall not be permitted due to a possible copyright problem.
  • 2. Prohibition of issuing antisocial material: If a manuscript carries contents or materials violating usual rules of society including unethical information, publication thereof shall not be permitted since it may arouse criticism from the society.



Regulations for Research Ethics Committee

Enactment : 2009. 07. 08.
1st Revision : 2015. 11. 20.

Article 1. Objective

The objective of this regulation is to review the research ethics and fiduciary duty of the members of the Society according to 17.1 of the Modern English Education Society and to regulate organization and operation of the research ethics committee of the Modern English Education Society (hereafter referred as 'committee').

Article 2. Composition

The committee shall consist of as follows.

1. One chairman and up to six members.

2. The vice-president of research of the Modern English Education Society shall be the chairman.

3. The member shall be appointed among members by the chairman among those being recommended by the president.

4. The term of chairman and members shall be 2 years.

Article 3. Duties of the committee

1. The chairman shall supervise the affairs of the committee.

2. The committee shall review the followings regarding academic and research ethics and report the results to the board of directors.

a) Violation of research ethical regulation of articles submitted to the Society

b) Accusations on the research honesty submitted to the Society

c) Research misconduct related to the Society

d) Any issues on research ethics raised by the president or chairman.

Article 4. Convocation and resolution of the committee

1. Upon the reception of an agenda to the committee, the chairman shall convene the meeting and shall preside over the meeting as a chair.

2. The meeting shall be held by the majority presence of the members and shall be passed by the majority consent of present members.

Article 5. Request for review and procedure by the committee

1. Any member of the Society or a stakeholder shall request the review on writing of a specific member if it violates the ethical regulations of the Society via email. In this case, the request for review must be lodged with real name.

2. Upon the reception of the request for review, the chairman shall report it to the president and shall convene the meeting as soon as possible.

3. The committee shall review the research results of the subject member sufficiently. If necessary, they shall determine violation by interviewing the researcher, informant, and review members of the subject article.

4. The chairman shall grant the subject researcher an opportunity to give an explanation and it shall be made by his/her presence at the committee or via email.

5. The committee meeting shall be a closed meeting until final decision is made, and shall not disclose personal information of the researcher or the progress being made. Members shall keep confidentiality on the issues regarding the review.

Article 6. Report of review result

The committee shall report the result to the president promptly. shall include the followings.

1. Violation of research ethical regulation

2. Review procedure

3. Evidences on violation

4. Foundation of review decision5. Explanation resources by the subject researcher

Article 7. Disciplinary procedure and level

Upon the confirmation of the violation, the committee shall determine the type of disciplinary action. It shall include the followings.

1. Caution and warning

2. Prohibition of contribution of article for a certain period of time

3. Suspension of membership

4. Dismissal from the Society

Article 8. Follow-up measure

Once the type of discipline is determined by the committee, it shall be reported to the president and the president shall take the following actions by submitting the agenda to the senior board of directors' meeting.

1. The president shall take action to implement the review result of the committee in accordance with the decision of the senior board of directors' meeting.

2. If the senior board of directors' meeting determines the review result of the committee is problematic, it shall be subject to the re-examination.

3. The committee shall notify the violation on the homepage of the Society and notify to the National Research Foundation of Korea on the handling of misconduct and management performance.

Article 9. Revision of the regulations

The regulations shall be revised by the research ethics committee and shall be confirmed after the approval of the senior board of directors' meeting.

Article 10.

Any other matters not stipulated in these regulations shall be determined by the committee or the senior board of directors' meeting.

Supplementary provisions

Article 1. The regulations for research ethics committee shall be effective from July 8, 2009.

Article 2. The regulations for research ethics committee shall be effective from November 20, 2015.
