ABSTRACT

Multi-cultural Society and Education Studies 5, 55-77. In this study, the government aims to actively seek social integration and the use of overseas manpower with strong ethnic homogeneity as a solution to the nation's manpower shortage as the low birthrate and aging population progress rapidly. Overseas Koreans have a lower illegal immigration rate and a stronger homogeneity compared to foreign workers under the employment permit system, which can be expanded into production personnel available for long-term use. In particular, the government plans to come up with possible problems and measures to utilize H-2 overseas Koreans if they unify their qualification as overseas Koreans (F-4) and expand the scope of their employment activities.
