ABSTRACT

The purpose of this study is to analyze the developmental processes of bilingual education policies in South Korea, identify their problems, and search for their improvement measures. This study found problems in the ongoing shortage of teachers and teaching materials for bilingual education and the insufficient foundation for effective education despite the fact that bilingual education policies have been implemented for ten years as part of the multicultural education policies in the nation. The study thus conducted a critical analysis of actual bilingual education in the nation from the perspectives of representative theorists that emphasized a need for bilingual education and did research on its positive effects in the field of multicultural education. The study recognized the value and importance of bilingual education in the context of multicultural education and explored policy directions to respect language diversity and provide equity pedagogy, thus holding its significance. It has, however, its share of limitations by remaining at the level of proposing comprehensive directions and making comprehensive proposals. Future studies will need to propose specific policy plans based on the survey and analysis of actual conditions to figure out the environment of multicultural students' language use and bilingual literacy.
