AB - This study examines how Russia’s natural gas industry has been used as a geoeconomic tool before and after the outbreak of the Ukraine war from a Global Value Chain (GVC) perspective. It argues that the industry previously functioned as an instrument for advancing Russia’s geopolitical interests in relation to neighboring countries. However, following the imposition of sanctions, Russia has shifted from an active geoeconomic actor to a passive target of geoeconomic coercion, thereby weakening the geoeconomic effectiveness of its natural gas industry. This shift is driven by qualitative changes in the GVC, including intensified competition among gas exporters and the declining role of natural gas due to the global energy transition. These developments suggest that the geoeconomic effectiveness of Russia’s natural gas industry is contingent and reversible. For example, the rise in energy prices resulting from the conflict involving Iran has contributed to some extent to the recovery of its geoeconomic effectiveness. Additionally, the easing of economic sanctions following the end of the Ukraine war may restore its geoeconomic effectiveness.
