AB - 본고에서는 국민연금제도에 있어서 중요한 정책변수인 보험료율과 소득대체율의 관계를 등식의 형태로 풀어보고자 하고 있다. 민간 연금이나 보험에 있어서는 보험료와 급여에 해당하는 관계가 대수의 법칙에 기초한 수지상등의 원칙(equivalence principle)에 의해서 설정되는데, 국민연금과 같은 공적연금제도에 수지상등의 원칙을 그대로 적용하기에는 무리가 있다. 국민연금제도는 세대간 부양의 원리에 기초하여 기본적인 재원이 마련되기 때문에, 세대간 형평성의 문제가 보험료와 급여 수준의 결정에 있어서 중요한 이슈이다. 이러한 배경하에 형평성의 속성을 갖는 개념인 마팅게일(martingale)을 보험료율과 소득대체율의 설정에 활용해 보고자 하였으며, 이를 위해 세대 통합의 관점으로 이해할 수 있는 집합적 세대(collective generation)의 개념을 정의하였다. 즉, 연도별로 이어지는 집합적 세대의 순혜택이 마팅게일이 되는 보험료율과 소득대체율의 조합을 집합적 세대 개념 하에서 형평성을 유지하는 수급부담의 관계로 해석하였다. 실제적인 계산을 위해서는 일종의 오차범위 개념으로 등식을 적용하여 구체적인 적용 사례를 제시하였다. 본고에서 다루는 내용이 국민연금제도 운영에 있어서 합리적이고 효율적인 정책결정 과정에 도움이 되기를 기대한다.
