Russia's Strategy of Energy and the Foreign Energy Policy toward the United States and EU - Oil and Natural Gas -

ABSTRACT

Recently, the price of crude oil has tended downward again. However, all countries in the world are trying best to keep themselves secured against an upward tendency of crude oil price. To procure as much crude oil and natural gas, every country in the world other than Mid East countries is facing warfare in silence. Moreover, the developed countries are searching for a program which will improve the efficiency of energy uses. As Korea purely imports all natural energy from other countries, it is stressed that Korea decreases dependence on crude oil from Mid East countries and keep a stable supply of energy. For this, Korea endeavors to cooperate and maintain a relationship with Russia which is well known as a wealthy country for energy. It is predicted that there will be changes in Russian political measures in the inside and outside of the country, because of a recent conflict of gas between Russia and Ukraine, new agenda passed by the National Assembly, the changes of development in Sakhalin-2 project and also conflict of gas and oil between Russia and Belarus. Therefore, it is emphasized to understand the changes of agenda and system in Russia and deal swiftly with Russian political and economic conditions in relation with energy and it is necessary to have a view of Russia's foreign energy policy with the United States and EU.
