ABSTRACT
In this paper, we have tried to search for the present condition of disaster victims' quality of life in Taean local government severely afflicted by the accident of Hebei Spirit oil spill disaster on 4 December in 2007 and would like to provide some good implications and policy suggestions for the devastated area's residents. For accomplishing the research goal, this paper reviewed the theoretical backgrounds about the QOL and the related states of arts with Hebei Spirit accidents, and developed and used the indicators for measuring the QOL in Taean as follows; health, economy, social, living, future, and government policy. In the results of analyzing the conditions of residents in disaster-afflicted area, all most all the indicators are affected negatively by the Hebei Spirit oil spill accident.
