ABSTRACT

The Sungraemun fire event as a focus event was expanded to a social issue and led to growth of public attention. In this process, news media played an important role in moving this event toward a critical agenda. Many professions were mobilized in the process of policy agenda formation and discussed a variety of ideas critically and suggested many policy alternatives. These alternatives were moved toward policy change as a result of policy learning for the revision and complement of existing policies. The specific evidence of policy change as a result of policy learning is that a new law was passed and new policies were implemented. But, policy advocacy coalition which takes initiative the change - inside government, outside - and mobilization group in the debate process of focus policy agenda was not formed. there fore, some suggested alternatives like "local Cultural Heritage Administration" were faded away to keep pace with the decreasing - on the news media and - on the public debate arena. Meanwhile a large scale focus event moved to a social issue, learning informations which were closely related to policy agenda were cycled through accumulation accrued from the debate of past thought.
