ABSTRACT

Modern society is danger society which structural danger and indwelled danger increase being advanced. Society is changed informationization, network developing and society structural danger is increasing as a result. It is serious that peoples who face in emergency depart in the circumstance, or such emergency is settled fast. This study examined American system that is examining Korea's system construction present condition to present integration Wireless network construction plan that is essential in crisis-intervention and operate advancement system in related field. In the case of Korea, various disaster management system was constructed. The United States of America readies national communication system separately with system constructing at institution, and program such as ordinary times Operated GETS was operated for emergency. Therefore, capacity strengthening plan that respond emergency is as following. First, integrated operation institution has to be created so relevant organization's business repetition or confusion of command system is not caused. Second, public relation of system connected with disaster should be emphasized. Third, capacity strengthening must take advantage of a Mobile technology actively.
