ABSTRACT

The purpose of this study is to suggest some desirable directions for developing the response systems of hybrid disasters. For achieving this purpose, this paper suggests premises as follows; First, it is needed that we build up the global crisis management system including north-east asian countries or asian countries with individual country-centered crisis management system; Second, Korea get all the systematic and unitary legal system for all around national crisis; Third, it is necessary that Korea makes a great efforts for disaster prevention/mitigation policy concern, professional disaster management manpower education and discipline, and disaster protective shelter inspection and construction; Fourth, Korea has to change the direction of disaster management policy from central government to local governments.
