ABSTRACT

Forest fire response system in South Korea is based on legislation mainly consisted of Korea Forest Service and local governments. According to the relevant regulations, resources are possessed by these institutions. However, the authority and resources of the most fire responses are managed by the National Emergency Management Agency. It means that unlike other fire situations, forest fire is recognized by its own specificity. Besides the existing disaster response organization, the necessity of forest fire response organization is doubted. In other words, it is controversial that whether forest fire response system mainly composed of Forest Authorities is more efficient than firefighting organization which is existing specialized disaster response organization. To begin with this controversy, this thesis points out the problem of setting main agent of command, inefficiency of the resource allocation, and the problem of current legislation regulating complex command system, and the goal is to deduct better improvement plan.
