ABSTRACT

The world is facing a danger of new security environment caused by indiscriminate terrorism. In this change of security environment, South Korea has consistently attempted to enact anti-terrorism law. These legislative attempts, however, ended in failure because of problems such as: the definition of terrorism, concentration of power, human rights violation, etc. Therefore, this study analyzes main discussion points of existing terrorism-related laws and anti_terrorism bills which has been submitted to the National Assembly, and suggests henceforth legislative direction and counter measures in domestic level. Particularly, this study claims that it is more effective to modify current terrorism-related laws than to legislate new anti-terrorism legislation.
