ABSTRACT

The safety of the whole society has emerged as a national interest, with the large incidents. In addition, a single mistake can bring the large disaster due to interest has greatly increased in nuclear safety. In recent years, the design drawings of the nuclear power plant has been exposed to the internet by hacking. Moreover, there is a danger signal turns on the safety of nuclear facilities due to security threats for nuclear power plants. This study was limited to the range as security threats, such as a direct attack by the DPRK or impurity molecules and we was analyzed threats that exist in the nuclear security facilities. Security threat of technological dimension was excluded from the range of research, the special guards were focused to suggest political countermeasures. The problem is derived by analyzing the actual conditions on problems of nuclear security facilities attack and operating problems nuclear security for special guards. Nuclear security facility improvements are needed to guard against attacks by internal impurity molecules as well as direct attack. In particular, the problems related to the special security guards operation that the selection and hiring, training, weapons acquisition and use, salary, treatment, problems of working conditions, management and supervision problems have been identified in various parts. Based on the analysis, special security guards management plan are as follows: First, the verification system is needed building and utilizing in the selection and employment. Second, the evaluation system should be introduced for education and training. Third, the improvement of the law and the treatment needs associated with the special security guards. Fourth, the operating system should be reconstruct on nuclear facilities security guards. Fifth, the management and supervision system should be improved as a director for a comprehensive security. Considering the importance of the activities in the nuclear security facilities and special private security officers, there are need to approach more rigorous and carefully.
