AB - The aims of this study were to investigate the correlation between organizational culture, organizational justice, empowerment and organizational effectiveness and to verify the mediation effect of empowerment. The findings of this study could be used to identify the importance of organizational culture, organizational justice and empowerment in organizational effectiveness among South Korean public officials. The results of this study include the followings: (1) role-oriented and support-oriented culture have a positive effect on empowerment, (2) organizational culture has no effect on organizational effectiveness, (3) all components of organizational justice, including distributional justice, procedural justice and interactional justice, have a positive effect on empowerment, (4) only interactional justice has a significant effect on organizational effectiveness, and (5) empowerment has a positive effect on organizational effectiveness.
