ABSTRACT

This study aims to point out structural limitations of the Prior Consultations on Examination of Factors Influencing Disasters based on the Countermeasures Against Natural Disaster Act and suggest the measures of enhancing disaster mitigation. This system reviews both structural and non-structural measures to mitigate the effects of seven types of disasters (river; heavy rain, etc.). Structural measures include any physical construction to reduce possible impacts of hazards and the application of engineering techniques or technology to achieve hazard resistance and resilience in structures or systems. Non-structural measures do not involve physical construction processes but use knowledge, practice or agreement to reduce disaster impacts, particularly through policies and laws, public awareness enhancement, training and education. Considering that structural measures tend to fail in case of excessive disasters surpassing a designed frequency, both structural and non-structural measures should be augmented against unexpected disasters.
