ABSTRACT

Although earthquakes occur constantly in South Korea, there is a shortage of human resources for responding to earthquakes in the Ministry of Public Safety and Security (MPSS). Despite the growing seriousness of earthquake risks, the risk management manuals of earthquake have failed to function effectively in most disaster scenes. The development of disaster management manuals should be based on the Framework Act on the Management of Disaster Safety for each type of disasters, and the risk management manuals of earthquake should be developed respectively as a standard manual. We found the fact that no translation of the manuals was offered to foreigners and publicity activities for improving public safety and responsiveness were insufficient during earthquakes in Korea. In this regard, it is concluded that earthquake manuals should be further improved and behavioral know-hows should continue to be publicized.
