ABSTRACT

This study explores whether conflict assessment, as a major tool for preventing and resolving public conflicts, can be effectively applied to conflicts related to science and technology R&D projects. To this end, this study deals with cases of conflict on R&D projects for spent nuclear fuel processing technology. This case is the first case that adopted conflict assessment in the field of science and technology R&D project in South Korea. It is also an example of resolving conflicts as a result of implementing a neutral panel of experts (Reexamination Committee) after modifying and supplementing the conflict resolution procedures proposed in the conflict assessment during the linkage period. The analysis confirmed that an approach to give neutral science and technology experts the right to make decisions would be possible, in addition to mediation where stakeholders have the right to make decisions or public deliberation in which non-interested citizens are given the right to make decisions in the process of resolution proposed by conflict assessment. Besides, this study confirms the importance of rational linkage between conflict assessment and implementation of resolution by consultation with key stakeholders during the conflict-resolution process.
