ABSTRACT

This paper analyses Chinese new change of relation between the state and society. In a political sense, we can say that the process of reform and opening up for 20 years is a process of shift from high integration of the state and society to gradual disintegration. In this process, the government mainly delegates powers to society. now, the chinese government employ the policy that the state and society answer jointly for the social problem. standing on the basis of this policy and accumulation of capital, the chinese civil sector achieved success in two aspects. On the one hand, the autonomy of Chinese civil sector is improving. on the other hand, the social impact of Chinese civil sector is strengthened. Follow this process, at now, the government lay stress on the function of the Chinese civil sector as the government's partner and the Chinese civil sector is improving quickly. But it is not change that the Chinese civil sector can work only in a institutional legitimate area. They can't work in political sector. Nevertheless, the change from the exclusive relation to the partner relation will arouse another new change.
