ABSTRACT

The purpose of this study is to assess the capacity of civil society and identify needed tasks to reinvigorate social capital in Busan based on the contemplation about characteristics of social capital and its changing trends in Busan. From previous theoretical researches, five measuring indices are extracted to figure out the characteristics of social capital at a local level: 'trust', 'reciprocal norms and altruism', 'network', 'citizen participation', and 'local pride and interest'. With these indices, a cross-sectional study that compares the average of Busan with that of other 5 metropolitan cities and the nation and a longitudinal study that is to track down the changes in Busan are both carried out. As a result, the social capital in Busan is as weak as that in Korea overall, but some discrepancy exists by each index. Also, it turns out that similarities or differences among indices in regional comparison are mainly attributable to political·institutional factors rather than historical·cultural factors. Identified tasks for the accumulation of social capital are first, 'transforming the current central·vertical power structure into decentralized·horizontal structure by normalizing local autonomy', second, 'expanding citizens participation in public affairs and enhancing the quality of network', third, 'making efforts both at a micro-level such as spreading the culture of tolerance·sharing and at a macro-level such as securing fairness in a nation and improving income distribution structure'.
