AB - Recently the Municipal Ordinance to invigorate the public interest activities of civil society has been enacted in turn. The government seems to support very actively in public activities of civil society organizations(CSOs). However, there remains the critical mind of public interest activity support of the government that does not work properly in the field of public interest activities of civil society. On the basis of the perception, this study explores the government's assistance system on public activities of CSOs and the trends and characteristics of that through legal analysis. The reason to examine the laws is most of the government's assistance system has been carried out through laws. At the authoritarian government, some special laws which support the pro-government organizations were established. The government supported some selective organizations closely connected to government through the supportive law such as Support of the Saemaeul Movement Organization Act. But this tendency has weakened since the democratization in 1987, a general law as Assistance for Non-profit, Non-Government Organization Act begins to be established. The comparative analysis of two types of laws is that the degree of assistance benefits on the general law is smaller than the special law. In recent years, support policies for the social economy organizations were active. A representative law is Social Enterprise Promotion Act. This study argues that the most serious issue of the legal environments is fairness among the laws. So there is a need to raise fairness and equity to improve the support system of CSOs.
