Recently the Municipal Ordinance to invigorate the public interest activities of civil society has been enacted in turn. The government seems to support very actively in public activities of civil society organizations(CSOs). However, there remains the critical mind of public interest activity support of the government that does not work properly in the field of public interest activities of civil society. On the basis of the perception, this study explores the government's assistance system on public activities of CSOs and the trends and characteristics of that through legal analysis. The reason to examine the laws is most of the government's assistance system has been carried out through laws. At the authoritarian government, some special laws which support the pro-government organizations were established. The government supported some selective organizations closely connected to government through the supportive law such as Support of the Saemaeul Movement Organization Act. But this tendency has weakened since the democratization in 1987, a general law as Assistance for Non-profit, Non-Government Organization Act begins to be established. The comparative analysis of two types of laws is that the degree of assistance benefits on the general law is smaller than the special law. In recent years, support policies for the social economy organizations were active. A representative law is Social Enterprise Promotion Act. This study argues that the most serious issue of the legal environments is fairness among the laws. So there is a need to raise fairness and equity to improve the support system of CSOs.

Reformation of the judicial system since 1994 have resulted in so poor achievements. The reformation failure that mainly resulted from the resistance of the lawyer society have not satisfied the requests of the civil society. I want to suggest an alternative judicial reformation that reflect the will of the people. It needs civil committees for judicial reform that will reform the judicial personnel system. It will be formed by citizens. These civil forums will change the bureaucratic judiciary to the democratic judicial branch. If civil forums for judicial reform works, Korea will get better constitutional democracy.

In surveillance, CCTV is one of the most universal but also dangerous means in terms of human rights by expansion of its area and subject, elaboration of technology and generalization. From this view, this paper critically examines the procedure of reformation of 'Infant Care Act' in 2015. First, there was no framework act about CCTV so that no issue was raised with the dilemma between surveillance and human rights. Second, through the legislation procedure, there was not enough understanding and consideration on the controversial values on human rights in surveillance because of lack of coherence and speciality in Standing Commissioners Committee. Third, this legislation became a model which suggests that surveillance can be a easiest way to escape from social issues about security. Finally, by this legislation we will be faced with a brand new and grand system of surveillance without critical review and debate. In order to solve this problem with CCTV, first of all, 'Personal Information Protection Act' should be reformed as soon as possible. Then, it seems necessary to establish 'Image Date protection Act' for political legitimacy and valid and legal regulation of personal image date protection.
