ABSTRACT

Reformation of the judicial system since 1994 have resulted in so poor achievements. The reformation failure that mainly resulted from the resistance of the lawyer society have not satisfied the requests of the civil society. I want to suggest an alternative judicial reformation that reflect the will of the people. It needs civil committees for judicial reform that will reform the judicial personnel system. It will be formed by citizens. These civil forums will change the bureaucratic judiciary to the democratic judicial branch. If civil forums for judicial reform works, Korea will get better constitutional democracy.
