ABSTRACT

In this study, we review the characteristics of controversial issue instruction and Harvard model according to the theory and experience of deliberative democracy. Especially we find that Harvard model which was made on the basis of jury discussion have some problems such as rigidity of instructional objectives and jury’s dilemma. And from the perspective and experience of deliberative democracy, we propose two kinds of suggestions. First, we examine the adequacy that the objective of controversial issue instruction is to resolve the controversial issue itself and point out that the rash conclusion of debate raise conflicts and cause extreme opinions. And then we propose the diversification of instructional objectives. The Second, we review critically the teaching types of controversial issue instruction and claim the need that teachers make different roles in the various stages of controversial issue instruction. And we emphasize that teachers play the role of moderator or facilitator in the process of group discussion.
