ABSTRACT

The purpose of this study is to assess the meanings of 'the Peace・Unification Discourse' initiated by President Moon Jae-in through analyzing his main speech and statements on the perspectives and strategies toward North and South Koreas and to find out the limitations of actual practices of his discourse. Unification is a unique discourse based on the specific history of nationalism initiated by state or government in the Korean context while peace is universal discourse based on human rights, democracy, disarmament, dialogue and etc, which is usually initiated by civil society or peace movement groups. Above all, it is highly evaluated that President Moon's 'Peace・Unification discourse could have developed the unification discourse including peace discourse that was mainly discussed in civil society. In Moon’s regime, the value of peace is evaluated more crucially important than unification, emphasizing human security, life community and tangible peace that changes everyday life. To make such concepts work in actual life, he needs to lift the sanction on North Korea which was eventually in vain since there was a gap in the views between the U.S. and Korea concerning on the declaration of a formal end to the Korean war though without a peace treaty.
